Call C# functions from anywhere using URL (HTTP server)

I compiled the HTTP server into an EXE program, and a tray icon appears in the bottom-right corner.
When the EXE is run again, I need to display a balloon tooltip over the tray icon with the message: "HTTP server is running."
How to achieve this?
