Create a .DLL

I'm still very new to Quick Macros and have virtually no Programming experience. As I was reading through the Help file, I saw some entry's on .DLL files. I already know what a .DLL is, but my question is, can they be created withing Quick Macros? And if so, How? I looked everywhere (Help File, Examples, Forum, etc..) but I can't seem to find anything on how to actually make them.
