this was accidentally double posted - my apologies.
it turns out this is a qm toolbar issue:
it worked in MS Paint for me too
I tried moving 10 pixels - that worked in Paint - then it worked on the QM toolbar!
I tried moving 1,2,3 pixels - context menu
Upon 4 pixels, it moved the toolbar finally!
I guess qm allows a 3 pixel margin of movement for an unsteady user trying to right click?
moving 4 at a time is too much for my purpose
