EnableScrollBar ShowScrollBar

I am trying to remove scrollbars from web browser but i think i am using these 2 functions wrong.
Could somebody please direct me to how to do this.

ShowScrollBar id(21 hDlg) SB_BOTH 0

I have been trying over an hour now with this code it just doesnt seem to work no matter what i change.
Apeciate any help thx
