Cannot run vbs command

Hi, I cannot seem to be able to run a command like so:

wscript.exe C:\Users\Chris\jqrun.vbs

RunConsole2 ("wscript.exe C:\Users\Chris\jqrun.vbs")

run("wscript.exe C:\Users\Chris\jqrun.vbs")

when I run it from the windows command line it works fine. Could this be related to a permission issue? Thanks for any help.
