The setup program needs your Documents (or My Documents) folder path but fails to retrieve it, or fails to access the folder. People has this problem with other programs too. Google for
Internal error: Failed to expand shell folder constant 'userdocs'
and you should find a solution.
For example one recommends to restore default Documents folder path. Another recommends to check LAN connection if your Documents folder is on another computer on network.
