Portable QM failed to add QM settings to the registry

Have been using portable QM for some time. Today am unable to start the program from USB with the error message 'Failed to add QM settings to the registry'. QM process is not running. Problem is not resolved by deleting settings.xml. Am using latest version 2.3.6.5; unclear why portable version should need the registry at all.
