You are right. I'll just add more details:

1. Windows hotkeys that cannot be redefined (maybe i am not right), eg Alt+Tab, Win+F.

2. Global hot keys that can be registered by applications. These also include hotkeys assigned to shortcuts, and triggers of some macro programs.

3. Other macro programs, including QM. Highest priority has program that has started or refreshed its hooks last.

4. Window or application.
